Begging in Dubai Punishable by Law: Police Warn of Jail and Fines

The Dubai Police have reiterated that begging is a criminal offence, warning residents and visitors that anyone caught soliciting money on the streets can face up to three months in prison and a fine of AED 5,000. Authorities urged the public to donate responsibly, directing charitable contributions only through officially approved organisations.

Begging in Dubai is strictly regulated under federal law, with deceptive tactics such as faking injury or disability considered aggravating factors. Police reports indicate that organised begging networks operate in the emirate, often targeting pedestrians and motorists with fabricated hardship stories. Between 2021 and 2025, over 1,800 beggars were arrested across the UAE, with spikes observed during Ramadan, when charitable giving increases.

Brigadier Ali Salem Al Shamsi, director of Dubai Police’s Suspicious Persons and Criminal Phenomena Department, warned that beggars using false narratives may be part of coordinated groups operating from hotels or other locations.
