The Enugu State Government has announced a 90-day amnesty for property owners whose buildings lack approved plans, allowing them to regularise their properties and align with state urban development regulations. The initiative is part of ongoing efforts to enforce structured urban planning and strengthen regulatory compliance across the state.
In a statement on Friday, the Managing Director of the Enugu State Geographic Information System (ENGIS), Chiwetalu Nwatu, said the program, in collaboration with relevant planning authorities, provides property owners an opportunity to obtain proper approvals and avoid potential sanctions. Owners without approved plans are required to submit as-built drawings through ENGIS. Those without existing drawings must engage certified architects to prepare accurate plans reflecting their structures’ current state within the amnesty period.
The measure aims to improve compliance, sanitise the built environment, and promote orderly physical development consistent with the state’s urban planning agenda. ENGIS further emphasised that no building plan approvals will be granted in the future without a registered land title, such as a Certificate of Occupancy or a registered Deed of Assignment. Construction is prohibited without both a valid land title and approved building plan issued by ENGIS, the Enugu Capital Territory Development Authority (ECTDA), or other designated town planning offices.
Individuals and corporate bodies holding land under Power of Attorney arrangements are also required to regularise their documentation through proper title registration to qualify for approvals and secure full legal protection.
Nwatu described the amnesty as a corrective, forward-looking measure. “This window is not punitive; it is an opportunity for property owners to come into compliance without penalties while helping the state build a more organised and secure urban environment,” he said. He added that the policy reinforces the state’s broader land administration reforms and ensures that land title and building approval go hand in hand, protecting property owners and supporting sustainable urban growth in Enugu.
The amnesty took effect on Friday, February 27, 2026.
